🛡️ Isolation & State Synchronization

• Tab-Scoped Side Panel: Enforced per-tab claimSidePanel(tabId) to ensure the side panel only attaches to the active tab where it was requested.
• Global Lifecycle Sync: Synchronized WDK_PANEL_STATE broadcasting across the Floating Dock, Spotlight Pro, Chrome Toolbar Action, and Sidepanel close button.

🔒 Privacy-Safe Offline Telemetry Pipeline
